In issue: #49881 it was stated that the new Connection object from airflow.sdk should not be constructed from uri as it was before but by passing all the parameters explicitly. This PR introduces refactored method create_connection in CloudSQLDatabseHook that will use new Connection starting from Airflow 3.1. For other versions of Airflow create_connection still uses the old way Connection from airflow.models
